BARANG BERBAHAYA
Adalah barang yang karena sifat nya, jika di dalam penanganan pekerjaan, penimbunan / penyimpanan tidak mengikuti petunjuk-petunjuk, peraturan-peraturan serta persyaratan-persyaratan yang ada maka dapat menimbulkan bencana / kerugian terhadap jiwa manusia dan benda

Penanganan secara hati-hati mulai dari stevedoring, cargodoring, stowage dan warehousing

2. KNOW THE NATURE OF HAZARDS
Mengetahui sifat-sifat fisika dan sifat-sifat kimia dari barang berbahaya

THE INTERNATIONAL MARITIME DANGEROUS GOODS (IMDG) CODE

  • IMDG Code adalah kesepakatan / perjanjian internasional tentang pengangkutan barang berbahaya melalui laut
  • Rekomendasi IMO (International Maritime Organization) No. 56 pada Konvensi Internasional SOLAS ( Safety of Life at Sea) 1960
  • Pada tahun 1996 sebanyak 30 Negara anggota IMO menerima IMDG Code dan negara-negara ini memiliki 80% Tonnage kapal dunia
  • Pada Konvensi Internasional SOLAS 1974 Consolidated 2001 terdapat dalam Chapter VII tentang Carriage of Dangerous Goods
  • Pada SOLAS 1974 Amandemen 2002 yang mulai berlaku 1 Januari 2004, IMDG Code menjadi Mandatory (You Have to Follow)
  • IBC ( International Bulk Chemical) Code adalah KODA INternasional untuk konstruksi dan peralatan bagi kapal-kapal pengangkut bahan –bahan kimia curah berbahaya
  • INF ( Irradiated Nuclear Fuel) Code adalah KODA Internasional untuk pengangkutan secara aman INF, Plutonium, Radio Active Wasters diatas kapal


* In 1974 a container vessel crossing the Atlantic had, unknown to the crew, a number of arsine cylinders a containers leaked because it was incorrectly stowage. Some 20 years later, crew members who went to investigate were still unable to work because of the effects;
* In 1978 over 2000 people were killed when a road tanker exploded in Spain.
* In 1984 the Mont St Louis, a cargo vessel, sank in the North Sea after colliding with a ro-ro ferry. Part of the cargo contained uranium hexafluoride. Although there was a leakage the fact that nuclear material sank in one of the busiest shipping lanes in the world caused an outcry
* In 1985 the east African port of Mogadishu ( Somalia) was put on alert for possible evacuation when the Ariadne ran aground and began to break up. The ship’s manifest showed that there  were dangerous goods from six of the nine classes on board. As the ship broke up and the containers washed overboard the population had to be warned not to eat fish and dead fish began to be washed up on the shore.
* In 1987 the Cason ran aground in bad weather off the Spanish coast. On board were dangerous goods from six of the nine classes amounting to over 1000 tones. Large quantities of dangerous goods were spilt into the sea. The incident raised questions regarding the adequacy of packaging, stowage and on board documentations;
* In 1989 in Peterborough, UK, a vehicle carrying explosives killed one person and almost destroyed in industrial estate;
* In 1990 in Bangkok, Thailand, a tanker of petrol exploded killing a large number of people;
* In 1991 the Stora – Korsnas-Link I, shipping forest products from Sweden to the UK, had two 20 foot containers holding flexible IBCs of sodium chlorate ( class 5.1 and liable to explosion). The ship’s master was unaware of the consignment and it was only and it was only when the emergency services contacted the chemical company that they discovered the dangerous goods. The chemical company had correctly declared the goods but the information had not been transferred to the ship’s manifest
* In 1992 the POL east, a containership trading between the far east and European ports was traveling through the Red Sea when the crew became aware of an unusual smell. Eventually it was discovered that two 200 / drum of fungicide were leaking in one of the containers. A salvage party joined the ship * * in Gibraltar as the contamination increased. The problem was exacerbated because the particular chemical had two UN numbers, one for the pure solid substance and another for the substance in solution. It was not clear whether the substance being carried was in solid form and therefore liable to melt during the voyage or in solution, which presents and additional flammable risk. On arrival in Rotterdam the experts were expecting to remove two contaminated containers but he vapours had contaminated most of the ship. It took six days to clean and decontaminate the vessel;
* In 1993 the Santa Clara I lost two containers overboard on arrival in Baltimore, USA. Another container was dangling precariously over the side and the deck was awash with arsenic trioxide, a highly toxic substance. It was also discovered that the ship was carrying magnesium phosphide, which had also spilt. The worry here was the casual approach to the cargo by the crew, th ships owners and the longshoremen. The US Government took action against the owners to recover the $5 million cost of the clear up operation ;
* In 1996 a Boeing 727 crashed into the Florida Everglades. A severe fire in one of the cargo holds, which contained old oxygen generators (units which provide emergency oxygen in the event of cabin depressurization), appears to have been the main cause. The discovery led to urgent action by ICAO and the UN Committee of Experts.

KLASIFIKASI BARANG BERBAHAYA


KLASIFIKASI  UMUM
Klasifikasi atau penggolongan bahan-bahan kimia berbahaya diperlukan untuk memudahkan pengenalan serta cara penanganan dan transportasi.
Secara umum, bahan-bahan kimia berbahaya diklasifikasikan menjadi beberapa golongan diantaranya :
1. Bahan Kimia Beracun (Toxic Substances) adalah bahan kimia yang dapat menyebabkan bahaya terhadap manusia atau menyebabkan kematian apabila terserap ke dalam tubuh karena tertelan lewat pernapasan atau kontak lewak kulit.

2. Bahan Kimia Korosif (Corrosive Substances) adalah karena reaksi kimia dapat mengakibatkan kerusakan apabila kontak dengan jaringan hidup atau bahan lainnya.

3. Bahan kimia mudah terbakar (flammable substances) adalah bahan yang mudah bereaksi dengan oksigen dan menimbulkan kebakaran. Reaksi kebakaran yang amat cepat juga dapat menghasilkan ledakan.

4. Bahan peledak ( explosive) adalah suatu zat padat atau cair atau campuran keduanya yang karena suatu reaksi kmia  dapat menghasilkan gas dalam jumlah dan tekanan yang besar serta suhu yang tinggi, sehingga menimbulkan kerusakan di sekelilingnya.

5. Bahan kimia Oksidator (oxidation agents) adalah suatu bahan kimia, yang mungkin tidak mudah terbakar, tetapi dapat menghasilkan  oksigen yang dapat menyebabkan kebakaran bahan-bahan lainnya.


6. Bahan Kimia yang Reaktif terhadap air ( Water sensitif substance ) adalah bahan-bahan kimia yang amat mudah bereaksi dengan air dengan mengeluarkan panas dan gas yang mudah terbakar



7. Bahan kimia reaktif terhadap asam ( Acid sensitive substances) adalah bahan-bahan kimia yang amat mudah bereaksi dengan asam menghasilkan panas dan gas yang mudah terbakar atau gas-gas yang beracun dan korosif.


8. Gas bertekanan (compressed gasses)  adalah gas yang disimpan dalam  tekanan tinggi baik gas yang ditekan, gas cair atau gas yang dilarutkan dalam pelarut di bawah tekanan.



9. Bahan Kimia Radioactif (Radioaktif substances) adalah bahan kimia yang mempunyai kemampuan memancarkan sinar-sinar radioaktif dengan aktivitas jenis lebih besar dari 0.002 microcurie / gram

Suatu bahan kimia dapat pula termasuk diantara satu atau lebih golongan diatas, karena mungkin mempunyai sifat ganda. Suatu contoh suatu zat beracun juga mungkin mudah terbakar atau zat beracun  juga bersifat korosif. Untuk mengenal bahan-bahan kimia berbahaya diatas, masing-masing golongan diatas akan diuraikan secara singkat, kecuali kelompok zat radioaktif yang memerlukan pembahasan khusus

Untuk pengangkutan barang berbahaya dalam bentuk package ( kemasan ) atau dalam bentuk curah kering harus dipenuhi persyaratan mengenai :

A. PACKAGING  ( Kemasan )
1. Dibuat dengan baik, tidak bocor karena pengangkutan,perubahan suhu,kelembaban udara atau tekanan.
2. Tidak akan bereaksi / terpengaruh oleh isinya.
3. Memenuhi persyaratan mengenai type dantelah lurus tesi
4. Harus ada ruangan untuk pemuaian.
5. Kemasan bagian dalam tidak akan pecah atau bocor atau merembes ke kemasan luar kemasan dalam yang dapat merusak kemasan luar harus dibungkus dengan bantalan.
6. Kemasan dalam yang berisi zat yang berbeda tidak boleh disatukan dalam  satu kemasanluar
7. Dimana tekanan dalam kemasan bisa bertambah, kemasan dapat diberi ventilasi asalkan gas ini tidak membahayakan.
8. Tabung –tabung bekas sebelum digunakanharus diperiksa
9. Kemasan kosong bekas digunakan untuk mengangkut barang berbahaya harus diperlakukan sebagai barang berbahaya.
